Welcome to your JBPHH Transition Assistance Program. Please read through the following 3 topic areas to ensure the smoothest transition process possible.
Prior to attending Pre-Separation and TGPS, ensure you’ve thoroughly read the instructions below and downloaded/completed all documents required!
PRE-SEPARATION COUNSELING
Pre-Separation Counseling is the launching point of the transition program and must be completed first - retirees can schedule this counseling up to 24 months prior to separation and separatees can attend up to 12 months prior to separation. Those impacted by Force Management programs should attend this counseling as soon as possible.
AIR FORCE PERSONNEL: Per DoDI 1332.35, Pre-Separation Counseling (DD2648) must be accomplished with MFSC staff prior to attending TGPS. There are Prerequisites for attending Pre-Separation Counseling, please review and follow all instructions on the document available under “Downloads” titled “Pre-Separation Pre-Requisites Jan17.”
NAVY PERSONNEL: Per OPNAVINST 1900.2C, Pre-Separation Counseling (DD2648) must be accomplished with your Command Career Counselor prior to attending TGPS.
TRANSITION GPS
The TAP Goals, Plans and Success (TGPS) 5-day Workshop is the next step in the process. Air Force members will register during Pre-Separation Counseling with MFSC; Navy members will register through your Command Career Counselor.
Spouses are highly encouraged to attend TGPS; registration is required to guarantee a seat.

- Day One: MOC Crosswalk/GAP Analysis, Individual Transition Plans, Resiliency, Financial Planning and Education
- Days Two-Four: Department of Labor Employment Workshop provides resume writing, interviewing, job search strategies, and more
- Day Five: Veterans Affairs (VA): Benefits brief
Transition GPS (Goals, Plan, Success) Seminar Instructions:
Ensure you download the following documents:
- DoL Gold Card
- ITP Block 1 as well as any other blocks that apply to your chosen path
- Financial Planning Worksheet
The Department of Labor 3-day workshop textbook is provided during class; if you would like an electronic version we have also provided a copy in the Download section. This textbook is also available as a free e-book on the Amazon Kindle store.

Prior to class use your CAC card to register for an e-Benefits account at www.ebenefits.va.gov. Take the additional step of registering here for a DS Logon username and password to ensure access after CAC card turned in.
You are highly encouraged to bring your own laptop to class, or a thumb drive/external drive.
To better prepare for your Transition, review the 2017 Transition Workshops and register for the Additional Tracks class that fits your goals; these are two-day workshops to help you reach the goal you’re pursuing. After GPS is a great interactive one-day course that provides a wealth of information to aid in your transition. TGPS Class Location: 4827 Bougainville Drive, Honolulu, 2nd Floor, Rooms 293-294. Our facility is behind the Moanalua Shopping Center/Ruby Tuesdays and labeled “Navy Family Service Center, PSD/FSC.”
CAPSTONE
Finally, Capstone - the culminating activity to verify career readiness - is mandated for all personnel and should be accomplished no later than 90 days prior to separation or as soon as possible for those impacted by Force Management. In conjunction with the Military & Family Support Center (MFSC) transition counselor, each commander or approved designee is required to sign the eForm to document service member career readiness standards (12 months post-separation budget, resume, etc.) as determined by the Office of the Secretary of Defense.
Once you’ve completed Pre-Separation Counseling and TGPS, you can schedule your Capstone directly at https://jbphh.greatlifehawaii.com/support/military-family-support-center/mfsc-class-schedule-registration. We’ll be discussing Capstone requirements during the TGPS Workshop in more detail.

Completed Interest Profiler assessment tool
Completed resume or job offer letter
Received a DoL Gold Card (dol.gov)
Completed a Continuum of Service Opportunity Counseling (separatees)
Education Path Specific Requirements:
Completed a comparison of higher academic or technical training institutions
Completed a college/university/technical training application
Confirmed one-on-one counseling with higher education/technical training advisor
