Housing Services  

Family housing services are provided by a Navy Region Hawaii Housing Service Center (HSC) that provides government-related entitlements, to include Temporary Lodging Allowance (TLA) and Temporary Loaner Furniture. All of Joint Base Pearl Harbor-Hickam’s (JBPHH) family housing is privatized and the HSC provides government oversight of the two privatized housing projects. Another term for privatized housing is Public-Private Venture (PPV) housing.

One of the PPV housing projects provides priority housing to Navy personnel and is managed by Ohana Military Communities - Navy (OMC). The HSC staff that services Navy personnel and oversees this Navy project is located at 4825 Bougainville Drive, Honolulu, Hawaii, DSN (315) 474-1820/1821 or commercial (808) 474-1820/1821. OMC’s leasing agents are co-located with this HSC staff to provide convenient one-stop service to sailors and their families. This HSC staff offers Homeport Change Briefings and Group orientations.

The other PPV housing project provides priority housing to Air Force personnel and is managed by Hickam Communities, LLC (HC). The Housing Management Office (HMO) staff that services Air Force personnel and oversees this Air Force project is located Building 6500 COM:  808-312-0199 or 808-590-1402

Navy Homeport Change Briefings and Group Orientations

The Army Housing Services Office (HSO) is located in Building 1004, 111 7th Street, Fort Shafter, Hawaii 96858, is the lead proponent to assist all military personnel stationed on the island of Oahu with living downtown. Their website (https://www.ahrn.com) provides key information regarding available community homes and apartments to live in.

The HSO is open from 8 a.m. to 5 p.m., Monday through Friday, except the first and third Thursday of each month when assistance begins at 9 a.m. Their phone numbers are (808) 438-0149 or 438-3820.

However, both the Navy HSC and the Hickam HMO can provide housing referral services (HRS) and information regarding living in community housing.

The DoD sponsored home finding website (https://www.homes.mil) is accessible 24 hours a day, seven days a week, and is free and totally self-service--both by those searching for properties and those listing properties. Those seeking rental properties can view photos, maps and detailed descriptions of property listings. The information included on the website also shows available amenities, dates, prices and mileage from military installations. HSO services include in-depth briefings on renting in the community, scheduling appointments to view rentals, transportation to view prospective rentals, lease review, complaint mediation, discrimination complaint processing, inspecting rentals for adequacy, rental listings, BAH rates, school information, in-depth maps of Oahu, security deposit waiver information (utilities), and information on the Housing Relocation Assistance Program (HRAP).

Temporary Lodging Allowance (TLA) is for personnel arriving and departing Hawaii and is provided to partially reimburse a member for the more than normal expenses incurred while occupying temporary lodgings. Basic Allowance for Housing (BAH) continues during the period a member receives TLA reimbursement.

Temporary lodging reimbursements are limited to only those facilities that are either listed on the TLA Approved Lodging listing or are properly registered with the State of Hawaii to operate as Hotel/Transient Accommodations. If reserving with someone not listed in the attached, simply ask the leasing agent for a Transient Accommodations Tax Number. If they cannot provide one, please choose different accommodations. If unsure, please contact the customer service manager or the HSO office prior to committing to reservations.

NOTE: TLA room reimbursement will be at the Navy Lodge rate when transient lodging facilities are available and a Certificate of Non-Availability (CNA) is not provided with TLA claim (CNRHINST 72202E para 6.b refers). Be sure to obtain a CNA from the Navy Lodge if your TLA reservation is not at that primary facility.

While awaiting the arrival of your household goods, the government can provide you with temporary loaner furniture for a period not to exceed 90 days. This entitlement applies to U.S. military personnel and Department of Defense (DoD) civilians, accompanied and unaccompanied, who are entitled to household goods (HHG) shipment. Exceptions or waivers due to mitigating circumstances may be approved by the local housing authority. This temporary loaner furniture is also provided to outgoing personnel after household goods are shipped to the next assignment.

If you plan to rent off-base or utilize the Navy PPV housing, you may decide to ship your washer and dryer with you; Navy PPV and some rental homes do not provide these items.

Temporary dishes and small appliances are available for loan from the Military and Family Support Center Loan Closet, located in Building 1105 at DSN: (315) 449-0319; COM: 808-474-1999. Loan Closet hours of operation are Mon, Wed & Fri, 8 a.m. to 3:30 p.m. (Closed 11 a.m.- noon for lunch). During high PCS times, the loan closet experiences shortages. Please plan accordingly.

 

Navy Personnel:
Arrangements for furnishings can be made during your arrival housing briefing at the Housing Service Center; or you can call them at DSN: (315) 474-1820/1821; COM: (808) 474-1820/1821 for more information. Arrangements for loaner furnishings must be made at least three working days prior to the desired delivery date. Please note that washers and dryers are not provided in Navy privatized housing.

Air Force Personnel:
Arrangements for furnishings can be made during your arrival housing briefing at the Hickam Housing Management Office, or you can call Tunista, the furnishings contractor, directly at DSN: (315) 448-0300; COM: (808) 448-0300.  Arrangements must be made at least three working days prior to the scheduled delivery date.
