CLINICAL COUNSELING 

Confidential clinical counseling services for Navy and Air Force active duty and their family members. Individuals, couples, families and children are seen for a variety of issues to include adjustment and relationship difficulties, communication, anger and operational stress, parent-child conflict, grief and deployment issues. Services are short term, solution focused treatment, usually not to exceed 12 sessions.

DEPLOYMENT READINESS AND SUPPORT

Provides Information & Referral, education and training about special needs, referrals to other family support center providers, local school and early intervention services, non-clinical case management and individualized services

 

EXCEPTIONAL FAMILY MEMBER PROGRAM

The Exceptional Family Member Program is a mandated program for all active duty service members with qualifying dependents.  EFMP at the JBPHH Military and Family Support Center provides family support services, information/referral, and system navigation assistance for Navy and Air Force Families.  Click here for more information.

FAMILY ADVOCACY PROGRAM

Provides education programs to promote understanding and awareness of risk factors and dynamics of child and domestic abuse to commands, individuals, couples, families and community groups.  Provides immediate intervention, safety and support to victims,
as well as behavioral education and counseling to offenders to reduce or eliminate the risk of future abuse.

FAMILY EMPLOYMENT READINESS PROGRAM (FERP)

Provides assistance to family members that helps make career decisions and develop employment search skills through education, information, referrals, and assistance programs, giving family members the competitive edge to secure employment.  Services include classes for both federal and civilian resumes, interviewing skills, job fair success, employment in Hawaii and individual resume review.

FAMILIES OVERCOMING UNDER STRESS

A resiliency training program designed to assist and promote strong military families so that they are better equipped to contend with the stress associated with multiple deployments, combat stress, and physical injuries.

LIFE SKILLS EDUCATION

Provides classes, programs, and General Military trainings (GMTs) designed to address parenting, suicide prevention, stress management, anger management, and new military spouse orientation.

LOAN CLOSET

Provides free household items while members are waiting for their household goods to arrive at JBPHH or their next duty location.  Items available through the Loan Closet include pots and pans, dishes, flatware, iron, coffee maker, and more. Located at MFSC Hickam.

NEW PARENT SUPPORT

Provides information and referrals for expecting parents or families with children ages 0 to 3 years along with parenting awareness on positive parent-child interactions and healthy family functioning.

 

OMBUDSMAN/KEY SPOUSE SUPPORT

Ombudsmen/Key Spouses help facilitate the flow of information between the command and the family.  Family Readiness Groups (FRGs) are organized within the commands to be a support team for the spouses, children and other designated individuals (including fiancee's and/or parents).  FRGs are command-sponsored and are subject to the installation commander's approval and local guidance.  MFSC conducts training sessions for Ombudsman/Key Spouses and FRG leaders, as well as Command Support Team members, and helps facilitate the monthly Ombudsman/Key Spouses meetings.

 

PERSONAL FINANCE MANAGEMENT SYSTEM

Provides financial education and training that emphasizes long-term financial responsibility through instruction and sound money management, debt management, savings, investing, and retirement planning.

RELOCATION ASSISTANCE PROGRAM

Provides information and access to relocation services, to include guidance on permanent change of station moves and access to computer based technology resources to research new locations.  Also, has a loan closet to provide household goods when belongings are in transit, both when first arriving on island and when preparing to move.

RETIRED SUPPORT

The RAO is a link between the retiree, local military communities, and other government and non-government agencies. Established by Secretary of the Navy (SECNAV) directive, it is staffed by retiree volunteers to provide information, referral and follow-up service directly to retirees, family members, and survivors to ensure they receive service and benefits to which they are entitled. Our clients are military retirees from all branches of the uniformed services, their spouses, annuitants, former spouses, significant others, or designated representatives or guardians who may seek assistance.

Spouses are the second most frequent client and assistance to surviving spouses is a core component of the RAO and one of the most satisfying areas of service. Surviving spouses may lack the knowledge and necessary documentation required to receive all the benefits offered by the Federal Government to which they are entitled.

The establishment of Joint Base Pearl Harbor-Hickam (JBPHH) several years ago energized the synergy between the RAO and the Air Force Casualty Assistance Services (CAS). The CAS has a fulltime cadre of personnel dedicated to helping families of deceased Air Force (AF) retirees and AF Guard/Reserve retired reservists in reporting the members’ deaths and filing for benefits and entitlements.

Additionally, the RAO and CAS when requested can provide referral services to Gray Area retired reservists for the review and completion of requirements for their retirement package issued by their respective service’s Reserve Personnel Center (RPC). These are retirees who have completed the years of service required but have not reached the full retirement age of 60 to receive retirement pay.

History
The Retired Activities Office (RAO) first established in November 1981 as mandated by the Secretary of the Navy and Chief of Naval Operations Directives is one of four elements of the Navy’s Retired Activities Program.

The other three elements are the Secretary of the Navy’s Retiree Council, Retiree Seminars/Retiree Appreciation Days, and the Shift Colors and Semper Fidelis official retiree newsletters.

Purpose
The RAO supports and enriches the lives of military retired personnel, their families and eligible former spouses of military retirees. The RAO serves as a liaison between local military retirees, organizations and agencies working to ensure retirees receive their benefits and entitlements earned for their military service.

Those organizations and agencies include: Defense Finance Accounting Service (DFAS), Board for Correction of Naval Records (BCNR) and the Veterans Administration (VA). SCHOOL LIAISON OFFICE

Provides a link between military families and local elementary and secondary schools to inform parents on youth education and assistance with school issues.

SEXUAL ASSAULT PREVENTION AND RESPONSE (SAPR)

Provides support to Commanding Officers to create a command climate of prevention that promotes installation-wide sexual assault awareness efforts and management of sexual assault cases, including victim advocacy and intervention services.

TRANSITION ASSISTANCE PROGRAM

The re-designed Transition Assistance Program (TAP) initiated by the Veterans Opportunity to Work (VOW) Act of 2011, and the Veterans Employment Initiative (VEI) requires that 4 mandates be completed by all Military Personnel prior to separation or retirement.  These 4 mandates include Pre-Separation Counseling, Transition GPS Workshop, VA Benefits Briefing, and Capstone.  For detailed information and documents required to attend, please see our Transition GPS page.  Click here for more info.

VETERANS AFFAIRS (VA) BENEFITS OFFICE

VA Benefits Briefers provide weekly VA briefings to transitioning Service members, Veterans, and dependents as part of the Transition GPS program. The briefings provide participants an opportunity to learn about VA benefits and services they may be eligible to receive and the process to apply for those benefits.

Additionally, Briefers are available to meet individually and provide assistance to transitioning Service members, Veterans and spouses regarding VA benefits and services, including information on education, disability compensation, home loan guarantee, life insurance, and health care.

VICTIM ADVOCACY

Provides victims of abuse with information regarding safe and confidential ways to seek assistance, their rights, military and civilian orders of protection and military resources. Crisis intervention, safety assessment, and planning services are also provided.
