INTRODUCTION:

This position is located in the Community Recreation Division, of the Morale, Welfare and Recreation (MWR) Department, located within Commander, Navy Installations Command (CNIC). Manages and administers a comprehensive and diverse year round recreation program and various recreation facilities. Also, plans, promotes and implements a variety of MWR or Community Recreation programs and activities while seeking various partnerships with community organizations and businesses, in support of MWR programs and base wide special events.

MAJOR DUTIES AND RESPONSIBILITIES:  

  • Responsible for management, recruitment, and staff training to include computerized inventory, checkout, facility/rental reservation system, lesson plans, safety, fire prevention, hazmat, anti-robbery, customer service and program schedules.  Coordinates safety checkout procedures for sailboats, surfboards, standup paddleboards, kayaks, and windsurfing equipment meeting coast guard and Navy safety standards.
  • Ensures staff educate patrons on boundaries complying with Navy and local security and traffic management regulations and policies.  Prepares budget, analyzes financial results weekly maintaining solid financial condition for one diverse cost center.  Implements procedures and ensures in-house safeguards are in place to account for property, equipment, resale inventory, and assigned funds.
  • Ensures in-house inventories are completed on schedule and forecast quarterly for inclusion on the NAF requirements budget.  Ensures practicality and enforces policies for return/use of equipment items and reviews/tests rental equipment for safe operation.  Develops and creates weekly/bi-weekly staff schedules.  Assists director as timekeeper using KRONOS to track and manage employee timecards. Ensures staff training to perform pre and post rental inspections on all gear ensuring protection of assets.  Initiates collection of malfunctioning equipment to maintenance staff for repairs and periodically reviews preventative maintenance logs as required by the manufacturer.
  • Maintains and updates Rectrac software encompassing customer household accounts, courses, pavilion reservations, adventure trips, equipment rental, recreational storage, wet storage, etc. Performs monthly Rectrac reports, as a minimum, and analyzes rental/retail transactions and develops promotions or action to increase activity of slow-moving items or programs.
  • Develops program plans encompassing requirements such as work force, budgets, and equipment/supply; submits marketing and publicity requests; track program critiques; and completes after action reports to maximize program participation. Organized plans, promotes, and directs outdoor recreation outdoor trips for groups.  Review and ensures sailing instructional program course material and curriculum meets international or national guidelines as required by the Navy.   
  • Generates purchase orders, manages a government purchase card, and files BPA’s as needed.  Provides instruction periodically ensuring adherence to quality control standards in the NAF MWR contract Statement of Work (SOW) individual personal contract performance standards.
  • Receives complaints, acts on them, and responds to customers, employees, or employee group suggestions, dissatisfaction or grievances, and other personal actions.  Performs other duties as assigned.  Assists in facility management, submitting TF-1 work orders when needed.

 

KNOWLEDGE REQUIRED BY THE POSITION:

  • Applicant must have general experience in recreation or a Bachelor’s degree in Business, Recreation, Fitness or related field.
  • Applicant must have experience which has provided the application of rules, guidelines, and procedures used in recreational or fitness group activities, or used in a recreation program that involves recreational work in one of these specialties, such as revenue-generating equipment rental program, reservation operation, and self-supporting instructional or adventure trip programs.
  • Must have prior supervisory experience to include personnel and government resources. 
  • Must possess demonstrated competency in common computer applications such as word processing, spreadsheets, Internet functions, Microsoft Office Word and Excel.  Rectrac and Power Point strongly preferred.
  • Skill in effectively organizing and utilizing all available community resources within the program framework and general knowledge of forecasting and preparing program budget reports.
  • Must have Valid Driver’s License
  • Preferred Certification CPR/AED and 1st Aid

 

MINIMUM QUALIFICATIONS:

  • Minimum of two years’ experience that demonstrate working knowledge of recreation or fitness programs. 
  • Must possess a Valid Driver’s License.
  • Must possess a minimum of one year documented supervisory experience. Certification CPR/AED and First Aid.

 

SUPERVISORY CONTROLS:

Works under the general supervision of the Outdoor Recreation Program Manager.  Assignments are received verbally or as written policy directives for which the incumbent is responsible for independently completing.  Review of work is through evaluation of assigned programs in terms of degree of participation, safety, training, property accountability and condition of facility.
