I. INTRODUCTION
This position is assigned to the Logistics Branch; Fleet and Family Readiness Division; Commander, Navy Installations Command (CNIC); Commander Navy Region Hawaii (CNRH); Joint Base Pearl Harbor Hickam (JBPHH). Under the direction of the JBPHH Logistics Manager, the Lead Motor Vehicle Dispatcher serves as the principal operator for the JBPHH Morale, Welfare and Recreation (MWR) Transportation Motor Pool and performs a variety of clerical tasks pertaining to the dispatch, service, repair, status, and location of vehicles and/or equipment.
II.MAJOR DUTIES AND RESPONSIBILITIES
Program Operations/Management duties comprise 75% of incumbent's time and include but are not limited to:
- Maintains operational control over seventy (70) or more Nonappropriated Fund (NAF) owned and General Services Administration (GSA) leased vehicles, coordinating vehicle assignment, dispatching operations, utilization reporting, and fuel dispensary activities.
- Plans, administers, operates, and executes responsibilities and duties associated with the MWR vehicle program.
- Evaluates transport requirements and determines appropriate vehicle support utilizing knowledge of vehicle characteristics and capability to determine which vehicle would best serve the customer needs.
- Reviews requirements for recurring dispatch and coordinates with users to set vehicle allocations based on knowledge of policy and regulations governing accepted dispatch procedures.
- Coordinates life cycle swap outs of vehicles and facilitates/coordinates additions/reductions to the fleet.
- Acts as liaison with the GSA Fleet Service Representatives.
?Performs data input to track maintenance and usage of fleet vehicles using various programs.
- Consolidates Transportation requests for best utilization of fleet to reduce customer waiting time, maximizing conservation of fuel consumption, manpower and dollars.
- Maintains data reflecting the number of passenger and miles driven to complete statistical data for budget purposes.
- Performs personal and telephone contact with vehicle operators, higher ranking managers, supervisors, soldiers, and civilians of all grades while exercising tact, courtesy, and good judgment especially in a high risk environment.
- Moves vehicle around within the motor pool occasionally.
Lead duties comprise 25% of incumbent's time and include but are not limited to:
- Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy;
- Keeps in touch with the status and progress of work, and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly;
- Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepares production reports as requested;
- Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies;
- Gives on the job training to new employees in accordance with established procedures and practices;
- Maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up;
- Checks on work in progress or spot checks work not requiring review (e.g., filing or direct services) and reviews completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met;
- Amends or rejects work not meeting established standards, refers to supervisor questions or matters not covered by standards and problems in meeting performance standards;
- Monitors working conditions such as seating, ventilation, lighting, safety, etc.;
- Approves leave for a few hours or for emergencies;
- Informs employees of available services and employee activities;
- Resolves simple, informal complaints of employees and refers others to supervisor;
- Reports to supervisor on performance, progress and training needs of employees, and on behavior problems; and
- Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
III KNOWLEDGE

KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of the island of Oahu traffic patterns and roadways and the state of Hawaii traffic laws.
- Knowledge of Hawaii state laws necessary to legally obtain and operate vehicles that require Commercial Driver's License, forklift, specialty licenses, etc.
- Knowledge of dispatch policies and regulations.
- Knowledge of various vehicle characteristics and capabilities.
- Knowledge of various programs (e.g. Child Development Center, School Age Care, Information Tickets and Travel) used in tracking maintenance and usage of fleet vehicles.
- Ability to perform the full range of "Lead" duties.
- Ability to schedule drivers and vehicles to efficiently operate a large, fast paced, motor pool.
- Ability to communicate effectively both orally and in writing.
2.SUPERVISORY CONTROLS
Works under direct supervision of the JBPHH Logistics Manager. Supervisor periodically checks to ensure the program is meeting the needs of the department and that objectives are achieved. Problems requiring technical guidance are referred to the supervisor or a higher authority for review and action as appropriate. Work is reviewed in terms of overall effectiveness and successful operation of the program, compliance with policies and regulations, and patron and command satisfaction.
3.GUIDELINES
Operational guidelines include, but are not limited to, CNICINST 1710.3; DODINST 1015.10; DODINST 1015.15 and other applicable instructions and regulations. When necessary, the incumbent recommends additions or amendments to guidelines as the result of evaluation of programs and the determination of specific needs.
4.COMPLEXITY
A variety of different planning, coordinating and advisory functions are required to ensure the efficiency and management of services and resources. Decisions require careful assessment of alternatives and consistency with multiple instructions, regulations and policies. The incumbent uses initiative and mature judgment in the interpretation of Department of the Navy policy and application of instructions, guidelines, principles and concepts to meet program requirements and ensure the most efficient use of the workforce, facilities, and other resources.
5.SCOPE AND EFFECT
Under the direction of the Logistics Manager, the incumbent is responsible for planning and administering the MWR Vehicle program to include ensuring it is compliant with higher level guidance, local instructions, and standard operating procedures as they apply to this program.
6.PERSONAL CONTACTS
Contacts are with MWR personnel as well as on and off installation support agencies. Contacts are typically informal and occur in person at the work place of those contacted, in routine meetings, or by telephone.
7.PURPOSE OF CONTACTS
The purpose of contacts is to discuss work efforts for providing or receiving services; to exchange factual information about work operations and personnel management matters; and to provide training, advice, and guidance to subordinates.
8.PHYSICAL DEMANDS
Incumbent may be required to do considerable walking, standing, bending, stooping and/or be able to lift and carry up to 40 pounds.
9.WORK ENVIRONMENT
Work is normally performed in an office setting; however, may be required to work outdoors occasionally.
10.OTHER FACTORS
Must have or be able to obtain and maintain a valid state driver's license.
Must be able to work an uncommon tour of duty to include holidays, evenings and weekends. This position is not telework eligible.
