Dear Residents:

Your concerns have been heard, the National Defense Authorization Act (NDAA) 2020 has come out with 15 new guidelines for PPV Navy housing to ensure proper oversight, quality housing, and fair treatment is delivered by the Navy and their privatized property owners.
 
The Navy Housing Services Center at Joint Base Pearl Harbor Hickam is working to deliver all current tenants the requirements of the 2020 National Defense Authorization Act. We would like to assist them by reminding you that the Tenant Bill of Rights, Tenant Responsibilities, the required Plain Language Briefing, and the Assistant Secretary of Defense Memorandum regarding the Bill of Rights are located on the Joint Base Pearl Harbor Housing Website. Public-Private Venture, or PPV, housing is the most exciting development in housing in decades. The PPV initiative provides high quality, affordable housing and enhanced property maintenance by a private entity. PPV projects offer a faster method of getting more housing for the same dollars, not the same housing for less money.

 

PPV quality standards and amenities are comparable to what the private sector builds, renovates or operates for civilians with the same overall income ranges in the community. PPV is different from the recent traditional military construction in that PPV homes are built quicker and are generally more spacious. Service member receive basic allowance for housing (BAH) and pay rent directly to the landlord.

 

At Joint Base Pearl Harbor-Hickam (JBPHH) we have partnered with Ohana Military Communities (Navy) and Hickam Communities (Air Force) to offer you and your family outstanding housing choices. Contact the Housing Service Center or Hickam Housing Management Office to get the most current projection of housing availability and waitlist information.

Please escalate housing concerns in the following manner: 

1) If you are encountering an issue in your PPV or community home, please first contact your PPV resident service office or property manager.

2) If your issue is still occurring, please contact your PPV community director.

3) In the event your issue still remains unresolved, please contact the Navy Region Housing Liaison at 808-474-1804 or email cnrh_housing@navy.mil. The Housing Liaison will work to advocate on behalf of residents who are not able to resolve issues with their property management.

Once you receive orders to Joint Base Pearl Harbor-Hickam, you should complete an advance application. Submitting an advanced application does not add your name to the housing waitlist, however, it does enable a shorter, more convenient housing appointment. 

Navy personnel can get a copy of an advanced Application for Assignment to Housing, DD Form 1746 (see below). Submit the application, along with a copy of orders and service record Page 2 (dependent verification), by mail to the Housing Service Center, 4825 Bougainville Drive, Honolulu, Hawaii 96818-3174, or another option would be using the Safe Access File Exchange (SAFE) available at:  https://safe.amrdec.army.mil/safe2.  This will work with Internet Explorer, and users will need to have SAFE listed as a trusted site and have Javascript and cookies enabled.

Air Force personnel can get a copy of the advanced housing application at the Hickam Communities LLC website. Submit the application, along with a copy of your Permanent Change of Station (PCS) orders by mail to Hickam Communities, 211 Mercury Street, Honolulu, Hawaii 96818, or another option would be using Safe Access File Exchange (SAFE) available at:  https://safe.amrdec.army.mil/safe2.  This will work with Internet Explorer, and users will need to have SAFE listed as a trusted site and have Javascript and cookies enabled.

IMPORTANT!: Within 72 hours of arrival on the island, all TLA eligible active duty (except dorm residents) must meet with a Housing Counselor at the applicable HSC or HMO to receive a briefing on Temporary Lodging Allowance (TLA) and Furnishings. Failure to do so may affect your ability to claim TLA. TLA partially reimburses you for the hotel and restaurant expenses while awaiting privatized housing on Joint Base Pearl Harbor Hickam or locating permanent off-base housing. TLA is not automatically granted. A TLA representative at the housing office will explain requirements to establish entitlements while you locate adequate housing. Family members must be command-sponsored in accordance with the JFTR (Joint Federal Travel Regulation). You must bring orders endorsed by your command, Page 2, and a copy of a Leave and Earnings Statement (LES) within the last 45 days are required for all appointments.    

Scheduling an appointment in advance helps individuals since due to customer volume, walk-ins may not be accommodated on the same day. You must report to the HSC or HMO even if your family is arriving at a later date, if you have already purchased a home or plan on buying one, found a place to rent, and/or plan to live with family or friends.
